The Universal Weightlifting Cup in Samoa will require certifications of measles vaccines no less than 14 days ahead of arrival, which may be difficult to obtain for some athletes.

I found PRK entries surprisingly low. Also all of their names are in the wrong order.
CHN only entering (closest to) OG classes this early is wild, forcing Zhao from 45 to 53 is too. I'm assuming Luo will go W61 and not retire...

That's what I thought, but there they are. This sounds like a question for Brian Oliver to clear up.

I wouldn't think too hard about it. This is just a preliminary entry list despite the awkward phrasing of the document, and as such should be treated as a draft document.

There have been many recent (and historical) cases of banned lifters appearing in preliminary entries prior to their removal from the start list. Verification of final entries will most likely remove Pakistan.
