I would at least conjecture that a change in the rules would encourage greater upper body development in training.The question of whether that was effective would be another story.

Not for the first time, the problems of the sport are leadership.

Its interesting that much of the opposition to such change acknowledges the issues with inconsistent technical officiating, yet presented here with a way of mitigating that consensus problem, they dont want to make a rule change. I'm not quite sure what the magic plan is to improve the technical off...
