IWF IMFSP fines TKM (80000 USD), TUR (100000 USD) and UKR (110000 USD), all to be paid by 5 December 2024. The IMFSP decision was made on July 5 2024 but published on 17 July 2024. No changes to OQR.

So if you're Thailand or Malaysia, how pissed off are you on a scale of 1 to 10 over being banned from the Tokyo games for the same offenses as these 3 countries?

Eh doesn't matter in terms of real world impact. Hard to push a case when you're the one who fucked up. IMO the ITA still has a lot to answer for given the deal they cut with Colombia before Tokyo.
My gut feeling is that the "some or all [quotas, not athletes]" aspect of the ban is why they chose to provide only a fine. Technically those countries did lose some quotas, but they all only qualified one athlete each. I assume that these federations will pay the fine within the 6 months, it's not like the days of Tamas where you can avoid paying the fine by paying him.
It's still essentially a free pass and it makes me wonder how independent the IMFSP really is. There have been other "independent panels" in the past in various organisations which have had representatives with vested interests.

Not for a second do I think there is any weighting or attempt on the part of Thailand or Malaysia trying to make an argument in this case, however 'the system' be it IWF, ITA, WADA etc can't make any sort of sanctimonious argument about 'defending clean sport' when things like this are allowed.
That fine, for a country like Turkmenistan, is a mildly inconvenient speed bump.
I do not see a disincentive to run a doping program with this kind of penalty.

A known case for some time, I heard that it was delayed due to the fact that Pakistan won't qualify any athletes for Paris irresepctive of doping. Could be self funded? People will do crazy things for Olympic contention. It might also be a move by the federation.
